National Qualifications Framework Qualifications funded to 31 December 2011

In June a list of Summit Skills qualifications within the National Qualifications Framework (NQF) which will be funded to 31 July 2011 for new starts was published.  This list has been reviewed and due to exceptional circumstances three qualifications will continue to be funded to the 31 December 2011 for new starts.  Funding for new starts for the remainder qualifications will cease from 31 July 2011. 

In addition, a niche NQF qualification around watch/clocks repair and restoration will be funded for new starts to 31 December 2011.

Withdrawal of Funding for National Qualification Framework Qualifications

The Agency has stated its commitment to focus funding on provision from the Qualifications and Credit Framework (QCF) and to move towards funding a comprehensive QCF offer from January 2011. As part of the transition to the QCF the Agency has embarked upon a process of removing funding for National Qualification Framework (NQF) qualifications in Adult Learner Responsive and Train to Gain for post 19 learners.

The Agency is doing this in three stages. The first tranche of turning off funding for NQF qualifications took place in July 2010 (further details are at the bottom of the page). The second tranche is taking place in September 2010 and the final tranche will take place in January 2011 for the small number of NQF qualifications where the appropriate QCF offer will not be available until early 2011.

Third phase of turning off funding for National Qualification Framework qualifications

The list below is an updated version of the list published on the 30 September 2010. 

Following the January review with key stakeholders including UK Commission for Employment and Skills, the Association of Colleges and Association of Learning Providers, Sector Skills Councils and Awarding Organisations the Agency confirms that for those NQF qualifications in:

  • the first tab (31 March 2011) funding for new starts will cease from 31 March 2011 or the operational end date of the qualification (which ever is sooner) as an appropriate QCF offer will be available by 1 April 2011. Wider Key Skills are included in this list as public funding post 19 is focused on provision within the QCF and the knowledge, skills and understanding represented through existing Wider Key Skills qualifications should be available as part of the framework of unit based and credit bearing qualifications.
  • the second tab (31 July 2011) funding for new starts will continue because an appropriate QCF offer will not be available from 1 April 2011 and there are significant publicly funded enrolments. Funding for these qualifications will cease for new starts from the 31 July 2011 or the operational end date of the qualification (which ever is sooner).

Second and third phase of turning off funding for National Qualification Framework qualifications

The list below has two sheets. The first sheet (entitled Cat 1 December) contains National Qualification Framework (NQF) qualifications for which public funding will be withdrawn for new starts from 31 December 2010 or the accreditation end date (whichever is sooner). The second sheet (entitled Cat 2 January) outlines NQF qualifications which will be reviewed in January. 

The challenge process for the qualifications in "Category 1 December" ran from 1 October to 25 October. No further challenges will be accepted as the deadline has now passed.  The list below has been updated to reflect the decisions made by the Skills Funding Agency following the challenge process.

Qualifications and Credit Framework - Revised Funding Confirmation Process

A short briefing is available which summarises the Skills Funding Agency’s revised qualification funding confirmation process with effect from February 2012.

This process provides a simpler and quicker process for confirming qualifications for funding for post-19 learners in England, and was developed after consultation with provider representative bodies and other key partners and stakeholders.

The process also supports a broader QCF offer for providers to deliver through the single Adult Skills Budget.
